OCTOPUS, the sensory layer

Every capital decision begins with what you notice. OCTOPUS is the part of VESTELON that does the noticing: a sensory system that continuously ingests signals about places where capital could go, so that the ORACLE decision layer reasons from evidence instead of headlines.

Change, not state

Markets already price what a place is. The information that moves capital early is what a place is becoming: a migration curve bending, a zoning plan approved, a grid connection queued, a university cohort growing, a construction pipeline stalling. OCTOPUS is deliberately built around change detection, every signal answers “what just moved?”, not “what is the current level?”. Levels are the baseline; deltas are the alpha.

Five signal domains

Signals are classified into five domains, mirrored in the organism you see on the homepage visualization:

Demographics, population growth, migration, age structure, talent formation. Economy, output, employment, incomes, business formation and failure. Infrastructure, transport, energy, grid capacity, public works. Government, planning, zoning, permits, regulation, public tenders. Real estate - price indices, transactions, construction pipeline, liquidity.

Official sources first

OCTOPUS is anchored to official, citable public data, the same provenance discipline described in the methodology brief: statistical offices such as Eurostat for demographics and economy, public tender and planning registries for government activity, and official price indices for real estate. Every signal carries its source, its date and its classification, and signals age: recent evidence weighs more than old news, and stale signals decay out of the picture instead of silently distorting it.

From signal to decision

A signal on its own is trivia. OCTOPUS routes each one to the market and the scoring module it affects, where the ORACLE layer weighs it against everything else known about that market. Signals also work in the other direction: when a new signal lands on a market involved in a decision you have already made, including markets you excluded, it surfaces as an alert, because a gate that closed can reopen, and a thesis that held can break.

Calibration discipline

New signal sources never move live scores on day one. They run first in shadow mode: the system computes what their impact would be, compares it against outcomes, and only validated sources graduate into the live model. That is slower than plugging feeds straight in, and it is the reason a score you act on is not hostage to an unproven data source.

Status

OCTOPUS is in active development. The demonstrations on this site show the architecture with illustrative figures; the data sources and the method are real, as documented in the methodology. FLOW, the capital layer, is already live.
